Latex is software for .tex . Latex is often used by scientist to make paper .

Ussualy paper is in form pdf, but actually sometimes it’s made by latex editor first which is complex.

In linux the program to convert latex to pdf is Tetex .

But in windows you can use :

http://miktex.org/ 

http://www.winshell.org/modules/ws_download/ winshell to edit and convert latex document

With this tool you can edit .tex with windows.
